Building Hope
Residents of Hardin, Jefferson, and Orange counties (excluding those within city limits of Port Arthur and Beaumont) may be eligible for Homeowner Reconstruction Assistance. The HRA program exists to help homeowners make improvements to their home and sustain their independent living.
Initial Eligibility Requirements
Eligible applicants must meet the following criteria:
- Occupy the assisted property as the primary residence.
- Participate in a self-sufficiency program.
- Be at or below 80% of the Area Median Income (AMl)1 for county of residence.

HRA Program Benefits
HRA initiative funds provide the following services:
- Reconstruction of owner-occupied housing on the same site;
- New Construction of site-built housing on the same site to replace an existing owner occupied Manufactured Housing Unit (MHU);
- Replacement and relocation of existing housing located in a floodplain to a new MHU or New Construction of housing on an alternative site;
- New Construction or a new MHU to replace a housing unit that has become uninhabitable as a result of disaster or condemnation by local government.
If selected, the eligible household receives assistance in the form of:
- A grant agreement with a five (5) year affordability period OR
- A loan agreement in the amount of the Direct Activity Costs excluding Match funds. The loan will be at zero percent interest and include deferral of payment and annual pro rata forgiveness with a term based on federal affordability requirements.
