The HOME-ARP program connects qualified Beaumont individuals and households to funds to help cover the startup fees of renting a home or apartment including security deposits, utility deposits, and rental subsidies. Priority Groups

HOME-ARP funds will be prioritized for individuals or families from the following qualifying populations:

  • Experiencing Homelessness
  • At-risk of Homelessness
  • Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
  • Other populations with a high risk of housing instability (including households that are low-income and highly cost-burdened)
  • Veterans and families that include a veteran family member that meet one of the preceding criteria

Initial Eligibility Requirements

Eligible applicants must meet the following criteria:

  • Be residents of Beaumont or willing to reside in Beaumont
  • Participate in a self-sufficiency program
  • Occupy the assisted property as the primary residence, and sign a lease
  • Not already be receiving Section 8 Housing Choice Voucher rental assistance
  • Be at or below 50% of the Area Median Income (AMI)1 for their county of residence

Program Benefits

Program funds may be used for the following:

  • Rental assistance to help pay the cost of monthly rent and utility costs for up to 12 months
  • Security deposits in conjunction with rental assistance in an amount not to exceed one month’s rent for the unit
  • Utility deposit assistance in conjunction with rental assistance and security deposit assistance

Application & Assistance Process

Interested tenants must complete the application process and be approved for TBRA, and then find a suitable unit for rent, to be approved by the TBRA provider. The process timeline can vary and, once approved, the funds may take a few weeks to be received.

Household Approval Process

  1. Complete the application
  2. Attend orientation
  3. Submit documentation, including IDs and income verification
  4. Participate in a document review
  5. Receive upload confirmation from caseworker
  6. Await approval from TDHCA

Unit Approval Process

  1. Locate an available unit, and have property manager/owner communicate with caseworker
  2. Provide documents to property manager/owner
  3. Sign the unit request documents with the property manager/owner
  4. Coordinate a housing inspection
  5. Sign rent documents with property manager/owner
  6. Receive rental assistance
